Roxie Oliver, Executive Director
Roxie has served in numerous positions throughout her 19 years with the agency. Roxie has been with MHCWI since the merger of our three counties in 2005. She was appointed as the Executive Director in 2008. Roxie is a Licensed Clinical Professional Counselor (LCPC), a National Certified Counselor, and is a member of the Illinois Counseling Association. Roxie has a Bachelor of Science in Psychology and a Master of Science in Education - Agency Counseling from Western Illinois University. Roxie enjoys participating in Mission In Action, serving on the Women's Leadership Committee, spending time with her children and grandchildren, and gardening.
Philip Woerner, Medical Director
Dr. Woerner is a board certified Psychiatrist and serves as the Medical Director at MHCWI. After earning his Bachelors of Arts degree from Princeton University, Dr. Woerner was accepted to Washington University in St. Louis, Missouri where he completed his M.D. In addition to his time spent in Psychiatric Residency at Washington University, Dr. Woerner also spent time completing his residency at Emory University in Atlanta, Georgia which is one of the leading research universities in the world. Dr. Woerner has served as Medical Director for several Mental Health centers including; Logan-Mason Mental Health Center- 1970-1997, Montgomery County Mental Health Center-1997-2003, Brown County Mental Health Center -1986-2000, and MHCWI from 2003-Present.
Janelle Bowen, Director of Billing
Janelle has been employed with MHCWI since September 11, 1989 starting with Brown County Mental Health Center as an Apartment Manager of the first residential facility constructed by the agency. Janelle supervised the residential program until November 1995. From 1995 to present Janelle has been responsible for various administrative, financial and billing duties related to the agency with the current position of Director of Billing. In her spare time Janelle enjoys antiques, shopping, gardening and spending time with family.
Dianna Winner, Director of Human Resources and Client Benefits
Dianna was hired on with the agency on October 1, 1996 as an Accounting Secretary for the Brown County site. She has held several positions over the years including Administrative Assistant and Office Manager. She currently serves as the Director of Human Resources and Client Benefits for all three counties. In her spare time she enjoys reading, taking walks, attending her children’s activities and visiting with friends. But her favorite pastime is spending time with her family.
Dane Jansen, Financial Director
Dane Jansen, Financial Director—Brown County Dane joined MHCWI in 2014 as the Financial Director. After graduating from Liberty High School, he received a Bachelor of Science in Accountancy from Southern Illinois University Edwardsville. Prior to coming to MHCWI, he worked in public accounting for five years, then spent three years in employee benefits. Dane enjoys spending time with his family and friends, fishing, reading, listening to music, and watching movies, as well as being outdoors, playing baseball, volleyball, disc golf, and whitewater rafting.
Jessica Boyle, Associate Director—Brown County
Jessica came to MHCWI in 2012 as the Executive Assistant. In May 2014, she became the Associate Supervisor at our Brown County site. In January 2017, Jessica was promoted to Associate Director of the Brown County site. Jessica received her Bachelor of Science in Health Services Management from Western Illinois University. Jessica is a member of the Brown County Community Partner Committee and enjoys playing the piano, reading, and spending time with family and friends.
Emily Panich, Clinical Supervisor—Brown County
Emily came to MHCWI in March 2013, where she began work as an Outpatient Counselor. Emily received her B.A. in Psychology from University of Illinois Springfield (with internship at McFarland Mental Health Center) and her Master of Science degree in Clinical Mental Health Counseling from Lipscomb University (with internship at Bradford Health Services). During her time in graduate school, Emily worked at a psychiatric hospital on the child and adolescent unit. In her spare time, Emily enjoys reading, playing with her dog, and spending time with her friends and family. Emily became a Licensed Professional Counselor in January of 2014. in February of 2017, Emily became a Licensed Clinical Professional Counselor.
Kendra Fry, Access Worker—Brown County
I received my B.S. in Psychology from Quincy University. I began working at MHCWI as an Access Worker in June 2017. I plan to go to graduate school in the fall of 2018 to receive my masters in social work. I enjoy spending time playing the piano, running, going to concerts, and spending time with family and friends.
Nic Skinner, Outpatient and Substance Abuse Counselor—Brown County
Nic joined MHCWI in October 2016 as an Outpatient and Substance Abuse Counselor. Nic earned his Bachelor of Arts in Communications and Master of Arts in Sociology, both, from Western Illinois University. Nic cherishes the time he gets to spend with his son (especially, going to his Tae-Kwon-Do events), spending quality time with friends and family-playing cards, board games, etc. Nic, also, loves teaching Sociology part-time, and being involved in Special Olympics.

Joe Little, Associate Director—Hancock County
Joe is currently serving as the Associate Director of the Hancock Site. He has worked for MHCWI since February 1997 when he started as an outpatient counselor. Joe received his B.A. degree in Sociology from Western Illinois University and his M.A. degree in Pastoral Counseling from Lincoln Christian Seminary. He has experience in sex offender treatment and is also a Qualified Intellectual Disability Professional. Joe is a board member for the Hancock County cancer support group called HUGS and is a volunteer in the Hamilton youth baseball programs. In his spare time, Joe enjoys spending time with his family and working on the family farm.
Lexie Huffman, Developmental Training Supervisor—Hancock County
Lexie is currently the Developmental Training Supervisor at our Hancock site. After earning her Associates degree from Carl Sandburg College, Lexie received her Bachelor's degree in Communication with a minor in Psychology and Sociology from Western Illinois University. Lexie has over 7 years experience working with MI and DD populations and currently serves as the chairperson of the Behavior Management/Human Rights Committee. In her spare time, Lexie enjoys volunteering, going to her daughter's sports activities, painting, and spending time with friends and family.
Blake Gilbert, Outpatient Counselor—Hancock County
Blake came to MHCWI in March 2017 as a Substance Abuse Counselor. Blake earned his Masters of Science in Clinical Psychology and Community Mental Health from Western Illinois University in 2014 and has worked in community mental health for several years. Blake has worked closely with the court system, specializing in working with troubled youth and their families. He is currently working on a doctorate in Clinical Psychology from Fielding Graduate University with a specialization in Forensic psychology. During his doctoral training, Blake has worked in a variety of settings, including an outpatient hospital and correctional center. Blake enjoys spending time with his family and is a passionate golfer.
Jacob Harvey, Substance Abuse Counselor—Hancock
Jacob came to MHCWI in April 2017 as a Substance abuse counselor. He graduated in 2017 with an AAS in Chemical Dependency Services from Southeastern Community College and is a Certified Alcohol and Drug Counselor (CADC). He has experience working in residential treatment programs, assisting clients with daily tasks and developing new behaviors. In his spare time, Jacob enjoys spending time with his daughter, hiking, camping, community events, and live music.
Lauren McGaughey, QIDP/HBS Services Facilitator—Hancock County
Lauren came to MHCWI in August 2015 and currently serves as a QIDP (Qualified Intellectual Disabilities Professional), Home Based Services Service Facilitator, a DSP (Direct Support Person), and is a chairperson of the Human Rights and Behavior Management Committee. Lauren earned her Bachelors of Science in Psychology from Culver-Stockton College in 2014 and was a member of the Phi Eta Sigma Honor Society, and a member of the Chi Omega Sorority. As a former QIDP and HBS Service Facilitator for another agency, Lauren brings experience in working with children and adults with intellectual developmental disabilities. In her spare time, Lauren likes to spend time with her friends and family, watch/play sports, and travel. Lauren is also a volunteer coach for the Hancock County Special Olympics team.
Rita O'Donnell, Outpatient Counselor—Hancock County
Rita came to MHCWI in February 2010, when she became our Access Worker; she is an Outpatient Counselor providing counseling services two days per month at the Hancock site. Rita received her B.A. in Social Welfare from Pennsylvania State University (with internship at the Boston Children's Service Association) and her Master of Social Work degree from the University of Illinois (with internship at Chaddock Trauma Initiative). She recently received training in the treatment of children and adolescents through the State of Illinois Evidence Based Treatment Initiative Cohort, and she has been certified to provide family mediation by the Ninth Judicial Circuit Court of Illinois, having completed Mediation training at Northwestern University. An active member of the National Association of Social Workers Illinois Special Interest Group for Mediation, Rita had the privilege of presenting at the NASW-IL panel on Accommodating Mental Illness in Family Mediation. In her spare time, Rita enjoys reading, traveling, and spending time with her dog.
Chris Snyder, QIDP/HBS Services Facilitator—Hancock County
Chris came to MHCWI in August 2013 and currently serves as a QIDP (Qualified Intellectual Disabilities Professional), Home Based Services Service Facilitator, a DSP (Direct Support Person), and is a chairperson of the Human Rights and Behavior Management Committee. Jennifer Teel, Outpatient Counselor—Hancock County
Jennifer came to MHCWI in December 2016 and currently serves as an Outpatient Counselor at the Hancock County site. She earned her Nursing degree through Spoon River College in 1993. Jennifer brings over 25 years of experience working as a nurse in the mental health, and residential facility fields. She has had extensive experience providing care for adults with varying degrees of psychiatric, intellectual, and mental impairment. In her spare time she enjoys crafting, and time spent with family, friends, and her dogs.

Katie Wilson, Associate Director—Pike County
Katie has been with MHCWI since February of 2002. Prior to her employment at MHCWI, she was employed at Brown County Mental Health for 5 1/2 years. Currently, Katie serves as the Associate Director at the Pike County site. After receiving her Bachelor of Arts Degree from Quincy University, Katie received her Master of Science from Western Illinois University. Katie is a National Certified Counselor from the National Board of Certified Counselors, a trained Mental Health First Aid Instructor for the Adult Curriculum, and has been a Licensed Clinical Professional Counselor since 2002. Katie enjoys being outdoors, playing baseball, softball, swimming, playing basketball, and riding bikes. Above all, Katie enjoys spending time with her two children and going to all of their activities.
Christina Cunningham, Outpatient Counselor—Pike County
Christina came to MHCWI in June of 2016. She received her Bachelor of Social Work from MacMurray College in Jacksonville, IL in 2006. While completing her bachelor’s degree, she interned with Hobby Horse House Child Welfare Agency. After graduation she worked for Pathway Services supervising one of their day program sites. She returned to school and received her Masters of Social Work from Illinois State University in Normal, IL in 2010. During this time she was employed as a graduate assistant for the university and intern with East Peoria SD #86. For the next 6 years, Christina was employed as a school social worker outside of Peoria, IL providing consultation on behavioral issues and counseling. In 2014, Christina became a Licensed Clinical Social Worker. Christina is a member of the National Association of Social Workers. She is happy to be back living and working in central Illinois where she grew up. She enjoys working with clients of all ages and backgrounds. In her free time, Christina likes being outdoors, traveling, hiking, and spending time with her dog, Charlie.
Makenzie Shipman, Outpatient Counselor—Pike County
Makenzie is an outpatient counselor with MHCWI. She has been with the agency since 2014. She received a Bachelor’s degree in Social Work from Western Illinois University in 2013. That year, she completed an internship with the Evergreen Center in Carthage, IL. She received her Master’s degree in Social Work from University of Illinois at Champaign in 2014, and completed an internship with Locust Street Resource Center in Carlinville, IL. Makenzie became a Licensed Social Worker in April of 2015. In her spare time she enjoys being outdoors, traveling, and spending time with family and friends.
